“NATIONAL COOPERATION TO ESTABLISH THE CIRCULAR ECONOMY OF PLASTIC WASTE IN VIETNAM” PROGRAM – A BIG LEAP TOWARDS A 100% SEGREGATION RATE OF DOMESTIC WASTE

The “National Cooperation to Establish the Circular Economy of Plastic Waste in Vietnam” program is sponsored by DOW Chemical Vietnam Co., Ltd.. The program is directed and implemented by the People’s Committee of Hoan Kiem district according to Plan 10/KH-UBND (January 7, 2020) on the implementation of “Waste management and segregation, preventing plastic waste and plastic bags in the district until 2020, a 2025 vision” program and Plan 95/KH-UBND (March 31, 2021) on plastic waste reduction and the circular economy of plastic waste in Hoan Kiem district with the support from the Center for Environment and Community Research (CECR).

Since November 2020, the program has been on an important mission to raise awareness and responsibility of communities, businesses and organizations about regulated waste segregation, collection for recycling, transportation and recycling, as well as the importance of waste segregation at source, therefore reducing the use of plastic bags and promote plastic recycling/repurposing to contribute to sustainable economic development and social security, environmental conservation. The community-based circular economy of waste model in this project is structured based on community-based 3Rs practices, starting from households in the district. Households only need to take the following steps: separate low-value plastic waste (single-use plastics, plastic wrappings/packaging and plastic bags) into plastic bags they already have, then hand them to URENCO staff for collection and segregation. Plastic waste will then be recycled into new products (plastic pellets, eco-bricks,…) in recycling factories.

In this model, women’s groups and community leaders play an important role in waste segregation by promoting 3Rs. They also help with on-site training and coaching in residential areas, as well as with monitoring and recording details on waste segregation at source. URENCO staffs are the main factor of the collecting system, and plastic recycling companies will be responsible for transporting and disposing of low-value plastic waste.

The project is currently being carried out in 06 wards in Hoan Kiem district: Hang Dao, Hang Trong, Hang Buom, Hang Bac, Cua Dong and Phuc Tan; and will be continued until the end of June 2022.
