WORKSHOP ON SHARING EXPERIENCE AND HANDING OVER THE RESULTS: CIRCULAR ECONOMY MODEL OF LOW-VALUE PLASTIC WASTE IN HOAN KIEM DISTRICT

On the morning of October 28, 2022, the Workshop on Sharing experiences and Handing over the results: Circular Economy Model of Low-Value Plastic Waste in Hoan Kiem District, organized by the Hoan Kiem District People’s Committee in collaboration with the Center for Environment and Community Research (CECR). The workshop was organized to report the results of implementing a circular economy model of low-value plastic waste resources in Hoan Kiem district within the framework of the project “National cooperation to establish a circular economy model of plastic waste in Vietnam”, at the same time handing over to replicate and improve the effectiveness of the model.

Overview of the workshop

The project “National cooperation to establish a circular economic model of plastic waste in Vietnam”, sponsored by Dow Chemical Vietnam Co., Ltd (Dow Vietnam) and implemented by Hoan Kiem District People’s Committee and Center for Environment and Community Research (CECR) from November 2020 to June 2022, deployed a pilot model to successfully establish a low-value plastic waste management chain from urban domestic waste (including classification at source, collection, transportation, and recycling production) and at the same time develop a deeper understanding of the difficulties and barriers in implementing waste classification at sources, difficulties and challenges in establishing and implementing low-value plastic waste management chain as a pilot model of the circular economy of waste resources.

Attending the workshop were Mr. Nguyen Thi, an expert from the Legal Department, MONRE, Mr. Nguyen Anh Quan, Standing Vice Chairman of Hoan Kiem District People’s Committee, and representatives of departments, agencies, and sectors; leaders of People’s Committees of 18 wards under the People’s Committee of Hoan Kiem district, departments, associations, and unions; Mr. Ekkasit Lakkananithiphan, General Director of Dow Vietnam, Mr. Nguyen Khac Hung, Director of the CECR, representative of VietCycle Company, representatives of members of the Public-Private Cooperation Organization to promote the construction of a circular economy for plastic waste, representatives of NGOs that are implementing projects to end plastic waste and promote the circular economy (SNV Vietnam, MCD, GreenHub, Vietnam Plastics Association, Vietnam Chemical Association), together with the press and television (Hanoi TV station) reported…

On behalf of MONRE, Mr. Nguyen Thi gave the opening speech at the workshop, summarizing the process of public-private cooperation between MONRE and multinational companies such as Unilever and Dow Chemical, in promoting the circular economy, emphasizing the importance of solving plastic waste pollution, and thereby commenting, evaluating and congratulating the project’s achievements “National cooperation to establish a circular economy model of plastic waste in Vietnam” and hope the project can continue to be deployed and replicated.

Following the speech of Mr. Nguyen Thi, Mr. Nguyen Anh Quan, Standing Vice Chairman of Hoan Kiem District People’s Committee also gave a speech summarizing the achievements of the project implemented in Hoan Kiem district, looking forward to the project and the CECR continuing to support the Hoan Kiem District People’s Committee in implementing environmental projects. The content of his speech was shared by Mr. Ekkasit Lakkananithiphan, General Director of Dow Vietnam. Mr. Lakkananithiphan also shared more information about the project implementation process and the cooperation of the parties and committed to Hoan Kiem District People’s Committee to continue implementing the model and replicating it in the district.

The plenary session of the workshop consisted of two presentations by Ms. Trinh Minh Phuong – Department of Natural Resources and Environment of Hoan Kiem District and Mr. Nguyen Minh Thang – Project Officer of CECR on the implementation process and results of the project as well as the low-value plastic waste management model and the findings and recommendations to replicate the model in Hanoi city.

In the following roundtable discussion, the delegates heard stakeholders share more about the process of joining hands to implement the low-value plastic waste management chain in Hoan Kiem district. Delegates also made many contributions and lively discussions in order to give professional recommendations and orientations for the next activities in the coming period.

 

This was followed by the Certificate Award Ceremony and the handing over of project results to Hoan Kiem District. The units actively contributing to the model and the project were recognized and awarded certificates for the project in the solemn atmosphere of the workshop. The results of the project were also handed over to Mr. Nguyen Anh Quan, Standing Vice Chairman of Hoan Kiem District People’s Committee, by Mr. Nguyen Khac Hung, Director of CECR.

Finally, to end the workshop session, Mr. Nguyen Khac Hung gave the closing speech, summarizing the exchanges and discussions made by the delegates and thanking the People’s Committee of Hoan Kiem District, sponsor Dow Vietnam, and CECR to joined hands to implement this project and hope that the low-value plastic waste management model in Hoan Kiem district will continue to be implemented effectively, contributing to the plan to prevent plastic waste and plastic bags, towards the circular economy of plastic waste in Hoan Kiem district.
