“Through a number of projects on lakes protection in Hanoi, it has been seen that, although the community has actively participated in cleaning the lake, however, so far many lakes cannot be able to become clean again because of the reason: lakes still have wastewater containing function. Therefore, as long as we have not eliminated wastewater containing function, the lakes remain dead”.
The information is given by Ms. Nguyen Ngoc Ly, Director of the Center for Environment and Community Research at the roundtable discussion “The involvement of the community and social organizations in environmental protection: Practical experiences and the need for institutionalization for the implementation of the Law on Environmental Protection ” held by PanNature in collaboration with the Department of Legal Affairs (VEA) on the day 16/3, in Hanoi.
According to Ms. Ly, the reason why Hanoi lakes are still dirty is because Hanoi has not eliminated the wastewater containing function; meanwhile, authorities do not have a set of guidelines for the community, instructing how to protect the lake. “Regarding finance, if the community has a better lake protection initiative, where can they ask for the money? while there are so many agencies take responsible of the lake management that does not work effectively,” Ms. Ly put further questions.
Facing the fact mentioned above, Ms. Ly recommended that to improve the community’s role in environmental protection, management agencies need to have specific guidelines on how local lakes can be clean for the community to be involved. Besides, it needs financial investments for lake dredging, elimination of wastewater containing functions in some lakes today.
Sharing the same view, Dr. Duong Thanh An, Director of the Department of Policy and Legislation (VEA) also recommended local authorities to further enhance the responsibility and authority of the people and the organizations such as villages and hamlets, in legal documents on environmental protection, because the people and organizations are nuclear in social activities.
Chaired the seminar, Mr. Mai Thanh Dung, Deputy Director of Vietnam Environment Administration, claimed that environmental protection is the responsibility of the whole society. Therefore, to create an uniform legal corridor for the State management of environmental protection, Ministry of Natural Resources and Environment is conducting construction documents guiding the implementation of the Law on Environmental Protection, 2014.
“The construction of these legal documents will open up opportunities for the regulations of community involvement continue to be specified and secured by clearer legal remedies,” Mr. Dung believes.
