Recently, within the framework of the Project “Collective Actions for Water Conservation” (CAWACON) funded by USAID, the Center for Environmental and Community Research (CECR), a group of experts and scientists of the Vietnam Water Conservation Network (VIWACON) conducted 02 studies to contribute to the drafting and implementation of the revised Law on Water Resources (LWR).
- Study 1 “Encouraging the application of circular economy of water resources and water reuse in the development and implementation of the revised Law on Water Resources”. The research team led by Assoc.Prof.Dr. Hoang Thi Thu Huong as Team Leader; members include: Assoc.Prof.Dr. Le Ha Thanh, Assoc.Prof.Dr. Do Khac Uan, Dr. Nguyen Thi Lan Phuong, and Dr. Vo Thi Le Ha. The study has synthesized the theoretical and practical basis of the circular economy of water resources and the circular economy of water reuse. The expert group conducted a review of the policy system and assessed the current status and potential of wastewater treatment technology in technical support for the application of a circular economy of water resources and water reuse in Vietnam. Thereby, some specific contents are proposed for the development and implementation of the revised Law on Water Resources on circulation and reuse of water and encouraging the application of the circular economy of water resources.
- Research 2 “Contribution to the development of the revised Law on Water Resources from the practical implementation of the 2012 Law on Water Resources in Da Nang City”. The research team led by MSc. Huynh Thi Lieu Hoa as Team Leader; members: Dr. Le Nang Dinh, MSc. Dang Nguyen Thuc Anh, MSc. Vo Thi Hong Thoa and KS. Nguyen Trong Thanh. The study focuses on assessing the general situation of implementation of the Law on Water Resources 2012, identifying the limitations and shortcomings that need to be overcome; Research, consult, synthesize and make recommendations to amend 03 groups of policies, including Responsibilities and roles of communities in the use and protection of water resources; Transparency and disclosure of information ensure the right to access information and serves the community’s monitoring objectives in the protection of water resources; River basin organization and integrated management of river basins in the draft Law on Water Resources amended to be suitable with development orientation and conditions of Vietnam as well as in the implementation of this Law. Thereby, the research aims to contribute to the completion of the draft amendments to the Law on Water Resources, creating a legal corridor for the organization of the river basin to operate effectively, enhancing information transparency, and highlighting the roles and responsibilities of the community. communities in using and protecting water resources.
After a period of implementation, with highly specialized and scientific approaches and research methods, the contents of 02 studies have received positive feedback from members of the “Research Management Council”. Research contributions to the development and implementation of the revised Law on Water Resources” at the “Meeting program to appraise the studies contributing to the development and implementation of the revised Law on Water Resources” held on March 29/ 2023.

The program was organized in the form of face-to-face and online meetings at CECR’s office with the participation of a Research Management Council chaired by Assoc. Prof. Dr. Truong Manh Tien and Dr. Nguyen Khac Hung- Director of CECR Center- In the role of Vice President; and members of 02 research groups;
At the end of the Program, the Council voted unanimously and approved 02 studies. Besides, the members of the committee all highly appreciated the theoretical and practical nature of the two studies; and hopefully, will actively contribute to the drafting and implementation of the revised Law on Water Resources.
