Hanoi capital has an unique characteristic in the world that is its plentiful system of lakes and rivers. However, due to the pressure of the process of urbanization and population growth, these water resources are facing with pollution, degradation and serious encroachment, especially in the context of forecasts of climate change and the increasing severity of natural disasters. Currently, one of the important solutions to restore and protect water resources in general and Hanoi lakes, in particular, is the involvement of communities in monitoring and preventing water pollution, this has also been expressed in the Constitution in 2013 and the Law on Environmental Protection, 2014.

– People participate in regular monitoring of water quality and pollution sources. Establish a mechanism for reporting, sharing of information between the community and the authorities, the media.
